The atlas reads 36 budget speeches, 15 years of them, in English and Tamil. They are all below, as published, plus the datasets the pipeline derives from them. Take any of it.

Government of Tamil Nadu publications. Election years carry two budgets — an interim one before the vote and a full one after, sometimes from different governments.

Licence. The derived datasets are released under CC BY 4.0 — use them for anything, including commercially, as long as you credit the source. Suggested attribution:

The underlying speeches are government publications and carry their own terms. Boundary geometry comes from the datameet community shapefiles and place names from GeoNames (CC BY 4.0), both of which ask for their own credit if you redistribute the geodata.
