This scheme continues an earlier one under a new name: Special Area Development Programme (2015-16–2019-20). Budget speeches almost never announce a rename, so this link is inferred from the two schemes' descriptions and timing rather than stated in the documents.

“the Government will launch a new „Focus Blocks Programme‟. Under this scheme, the most backward 50 blocks in the State, including those in hilly regions, will be identified and projects to the tune of Rs.5 crore will be taken up in each block.”
