“புத்தகம் மற்றும் ஏடுகள் வாசிக்கும் பழக்கத்தை வளர்த்திட கிராமம் தோறும் நூலகம் அமைப்பதைக் கொள்கையாகக் கொண்டு இந்த அரசு செயல்பட்டு, 2006-2007 முதல் அனைத்துக் கிராம அண்ணா மறுமலர்ச்சித் திட்டம் மூலமாக, இதுவரை ரூபாய் 314 கோடி செலவில் 12,618 கிராம ஊராட்சிகளிலும் நூலகங்கள் அமைக்கப்பட்டுள்ளன. உலகத்தரம் மிக்க அண்ணா நூற்றாண்டு நூலகத்தைச் சென்னை - கோட்டூர்புரத்தில் 3.75 இலட்சம் சதுர அடியில் ரூபாய் 179 கோடி மதிப்பீட்டில் இந்த அரசு அமைத்துள்ளது. அன்றாடம் நூலகம் வந்து வாசிப்பவர்களுக்கும், ஆராய்ச்சி வல்லுநர்களுக்கும் ஏற்ற 12 இலட்சம் நூல்களுடன் மின் புத்தகங்கள் மற்றும் மின் இதழ்களுடன் இந்த நூலகம் செயல்பட்டு வருகிறது. சென்னை செயின்ட் ஜார்ஜ் கோட்டையில் சட்டமன்றம் நடைபெற்று வந்த கூடத்தில் பாவேந்தர் செம்மொழித் தமிழாய்வு நூலகத்தை இந்த அரசு நிறுவியுள்ளது. மக்கள் நல்வாழ்வு”
