This scheme continues an earlier one under a new name: Coastal protection works against sea erosion (2017-18). Budget speeches almost never announce a rename, so this link is inferred from the two schemes' descriptions and timing rather than stated in the documents.

The mission will be implemented with World Bank assistance at an estimated cost of Rs.2,000 crore in the next 5 years.”
