“நிதிச் சீரமைப்புத் திட்டத்தின் கீழ், 2013-2014 ஆம் ஆண்டில் தமிழ்நாடு மின் பகிர்மானம் மற்றும் உற்பத்திக் கழகம் வெளியிட்ட 6,353 கோடி ரூபாய்க்கான கடன் பத்திரங்களை இந்த அரசே ஏற்றுக்கொள்வதாக உறுதியளித்தது. இக்கடன் பத்திரங்களில் 1,000 கோடி ரூபாயை இந்த அரசு ஏற்கனவே ஏற்றுக்கொண்டு, அதை இந்த நிதியாண்டில் திருப்பிச் செலுத்தியுள்ளது. 2015-2016 ஆம் ஆண்டில் மேலும் 2,000 கோடி ரூபாய் அளவிலான கடன் பொறுப்புகள் இந்த அரசால் ஏற்றுக்கொள்ளப்படும்.”
