“உகைளாவிய திறன் மையங்கள் மற்றும் உற்பத்தி செய்யும் தொழில் நிறுவனங்கள், தங்களது பொருட்களின் வடிவமைப்பு, மேம்பாடு, புத்தாக்கம் உள்ளிட்ட ஆராய்ச்சிகளை அரசு பல்கலைக்கழகங்கள், கல்லூரிகள், ஆய்வு நிறுவனங்களுடன் இணைந்து செயல்படுத்துவதை ஊக்கப்படுத்திட, அரசு மானியம் வழங்கப்படும். இதற்கென, தொழில் ஆராய்ச்சி மற்றும் புத்தாக்க நிதியை உருவாக்கிட 25 கோடி ரூபாய் ஒதுக்கீடு செய்யப்படும். இதன் மூலம் தொழில் நிறுவனங்களும், உயர்கல்வி நிறுவனங்களும் இணைந்து டுசயலாற்றிட வாய்ப்பு உருவாக்கப்படும்.”
