“Under the flagship 'TN-SUDAR' (State Upgradation, Development and Advancement of student Residences) initiative, we will construct 200 Integrated Student Hostels delivering 1 lakh modern beds across major educational hubs. This project will be executed through a de-risked Public-Private Partnership (DBFOT) model, with an estimated capital outlay of Rs.3,200 crore, supported by a 20 per cent State Capital Construction Grant of Rs.640 crore, phased over the next two fiscal years.”
““கல்வி கரையில, கற்பவர் நாள் சில” என்ற நாலடியாரின் காலத்தால் அழியாத ஞானத்தை வழிகாட்டியாகக் கொண்டு, போதிய வசதியற்ற வாழ்க்கைச் சூழலால் எந்தவொரு மாணவரின் கற்றலும் தடைபடாதிருப்பதை உறுதி செய்வது நமது தலையாய கடமையாகும். மாநிலம் முழுவதும் மாணவர் தங்கும் வசதிகளை மேம்படுத்தும் நோக்கில், 10 கோடி ரூபாய் ஆரம்ப மூதைனத்துடன் தமிழ்நாடு மாணவர் தங்கும் விடுதி மற்றும் உட்கட்டமைப்பு நிறுவனம்: (11150166 என்ற சிறப்பு நோக்கு நிறுவனம் (Special Purpose Vehicle) ஒன்றை நமது அரசு அமைக்கும். 104-5பற்&ாட மாணவர் குடியிருப்புகளின் மாநில அளவிலான மேம்பாடு, வளர்ச்சி மற்றும் முன்னேற்றம்) என்ற முதன்மைத் திட்டத்தின் கீழ், முக்கியக் கல்வி மையங்களில் ஒரு இலட்சம் நவின படுக்கை வசதிகளுடன் கூடிய 200 ஒருங்கிணைந்த மாணவர் விடுதிகள் கட்டப்படும். சுமார் 3200 கோடி ரூபாய் மதிப்பீட்டில், அரசு-தனியார் கூட்டாண்மை (PPP DBFOT) மாதிறியின் அடிப்படையில் இத்திட்டம் செயல்படுத்தப்படும் இதற்கு மாநில அரசின் 20 சதவித கட்டுமான மானியம் (அடுத்த இரண்டு நிதியாண்டுகளில் 640 கோடி ரூபாய்) வழங்கப்படும். இத்திட்டம், பவலாக உள்ள தங்குமிடங்களை ஒருங்கிணைந்த, உயர்தர வசதிகள் கொண்ட வளாகங்களாக மாற்றியமைக்கும். இவ்வளாகங்களில், முழுமையாகக் குளிரூட்டப்பட்ட டிஜிட்டல் கற்றல் மையங்கள், 24 மணி நேரப் பாதுகாப்பு, சுகாதாரமான சமையலறைகள் மற்றும் முழுமையான சமூக சமத்துவத்தை ஊக்குவிக்கும் வகையிலான தானியங்கி ஒதுக்கீட்டு முறை ஆகியவை இடம்பெறும். வரும் ஆண்டுகளில், பல்வேறு சமூகங்கள் மற்றும் மதங்களைச் சேர்ந்த இளைஞர்களை 111501 &1% திட்டம் ஒன்றிணைக்கும்.”
