“சிறப்புத் தேவையுள்ள ஒவ்வொரு குழந்தையும் நன்கு வளர்வதற்கான வாய்ப்புகளை உறுதி செய்வதற்கு, ஆரம்பக் கட்டத்திலேயே குறைபாட்டைக் கண்டறிந்து சிகிச்சை வழங்குவது இன்றியமையாததாகும். தற்போது மருத்துவம் மற்றும் மக்கள் நல்வாழ்வுத் துறை, சமூகநலம் மற்றும் மகளிர் உரிமைத் துறை, பள்ளிக்கல்வித் துறை, மாற்றுத் திறனாளிகள் நலத் துறை ஆகிய துறைகள் இப்பணிகளைத் தனித்தனியாகச் செய்கின்றன. இத்துறைகளின் நடவடிக்கைகளை ஒருங்கிணைத்து, தகவல் பரிமாற்றத்திற்கு வழிவகை செய்து, பல்வேறு வகையான சிகிச்சை மையங்கள் மூலம் சிறப்புத் தேவைகளுடன் பிறக்கும் குழந்தைகளுக்கு அனைத்து சேவைகளையும் வழங்க இந்த அரசு நடவடிக்கை எடுக்கும்.”
