This scheme continues an earlier one under a new name: School students health schemes (Kannoli Kaappom, Palli Sirar Irudaiya Padukaappu, Dental Care) (2011-12). Budget speeches almost never announce a rename, so this link is inferred from the two schemes' descriptions and timing rather than stated in the documents.

“this Government has decided to launch a new initiative for child health screening and early intervention service. Under this, two teams per block, i.e. a total of 770 Mobile Health Teams, with a doctor, a staff nurse and a pharmacist will be constituted.”
